	to reflect this move. Not completely moved yet, but the git st is rather large so lets commit this now as a base for the cleanup.
2009-07-13	Add quotes around all values that contain spaces in them, and add a	Bharat Mediratta
	test to make sure that we continue to do so. This makes sure that we don't have problems with 5.3 which treats the literal "on" as a boolean.

	eliminates the menu, which is kind of clunky. While I'm at it, let's call the "regular" themes a "site theme" so we have "site" and "admin" themes.
